No, the code states that food handlers are to wash hands and to not have direct contact with ready to eat foods.  Food handlers need to wash hands and use tongs or tissues to transfer ready to eat foods.  Gloves are not required but can be worn, it is more  important that hands are washed as often as necessary.

Yes, the only license we cannot accept credit cards for is a dog or cat license because they are under a trust account.
